Hi,
As above suggest, for capturing released budget date, you can create a new user status like 'BREL' and when the budget will release, this status will automatically set. And you can easily track out the setting date via JEST and JCDS table.
Also there is a standard Tcode CJ3B, there you can enter the WBS element and find the relevant tranx document like rel or supplement budget with date.
